Every year, we release the Health Benefits Program Annual Report (HBPAR) (PDF), which delivers a clear and comprehensive overview of our health program’s performance and impact. The report gives CalPERS members and stakeholders insights into data, financial trends, and notable updates from the prior year.

Program Enhancements
Benefit Design Changes: The report outlines updates to health plan offerings, including adjustments to benefit designs to better meet member needs, such as waiving coinsurance for Basic PPO plan members who use preferred lab providers for routine tests.
Expanding Access in Rural Areas: In 2024, we continued to address the unique health care challenges faced by members in rural California counties by expanding access to health benefits by offering exclusive provider organization (EPO) plans in more rural areas.
The 2024 HBPAR underscores CalPERS’ dedication to providing comprehensive health coverage while adapting to the changing health care landscape. As we move forward, we remain focused on ensuring our members have access to equitable, high-quality, affordable care.
